Windows 98 slowness

I installed Windows 98 and am having problems since then. The computer seems to be slower and Word 97 does not function properly. The sound recorder does not work any more, so I cannot send any voice mail. Now I want to install Windows 95 back and would like to ask you if Windows 95 can overwrite Windows 98 without any damage to other files (eg. doc files)?
You cannot install Windows 95 over Windows 98 because Windows 98 makes adjustments to your computer that can only be reversed by going through the correct uninstalling procedure or totally formatting the hard disk and reinstalling your whole system (however, this is not advisable). If you saved uninstall data while you were installing Windows 98 then you can resort back to Windows 95. To check, go into Control Panel > Add/Remove Components. If there is the option to uninstall Windows 98 (in the uninstall items dialogue box) then you can restore your system back to Windows 95 otherwise you are stuck with Windows 98, although there are methods to speed up Windows 98. Run the ‘Maintenance Wizard’ about every 2 weeks or so. This will check your hard drive for errors, delete any temporary files (empty the recycle bin, etc), and speed up your most frequently used programs. Also close any programs that are running in the background that are not necessary (eg. some items in your system tray). This will free up memory that will make your computer run faster.
