Cannot complete download

I am currently using a large internet service provider (ISP) and since moving to my current address I haven’t been able to complete a large download. Previously I experienced dropouts but not to the extent that I am now. This is extremely annoying and I am thinking of changing to another ISP. I originally chose my current provider on the basis that they would be able to provide me with a global roaming service but this is no longer a requirement. What questions should I ask in order to ascertain which ISP would perform best for me.
This is a very good question. When shopping around for an ISP look for the following characteristics: (a) what is the ISP’s modem to user ratio (eg. 1:10 - for every 10 users, one modem is installed); (b) what times is the ISP’s technical support department open”; (c) what are their account plan structure (I prefer accounts with unlimited time and unlimited download for a good price)”; and (d) what is the chance of getting a busy signal when you dial-up (ie. how many phone lines does the ISP have)? In my opinion, these are the core questions that you should ask any ISP you are thinking of using.
