DVD decoder

I have a 10X Pioneer DVD-ROM. I have heard that these drives can play DVDs. But when I put in a DVD, it would not play it. The software for the DVD (Matrox DVD player) will not start the movie on the DVD. I have reinstalled drivers and switched discs. Could this be a drive problem?
DVD-ROM drives are meant to be used for actual computer programs which are stored on a DVD disc rather than movies. However, DVD-ROM drives can also be used to play DVD movies on. All you need is an MPEG-2 Decoder Card which is used to decode the DVD movies. These can be purchased from most computer stores.
