Disk Defragmenter restarts

I run WindowsME and when I use ‘Disk Defragmenter’ it consistently fails to complete and restarts at the 38% point. Do you know how to remedy this problem?
The problem of Disk Defragmenter failing to complete the defragment and constantly restarting can be caused by excessive disk activity during the defragment. This disk activity can be caused by applications running in the background and any screen savers running. To fix this, close any non-essential applications running in the background from the system tray and also by doing CTRL-ALT-DEL (however, make sure you don’t close essential system applications such as ‘explorer’ and ’systray’). Also, disable any screen savers you may have running. You should not have this problem anymore after this. However, if you do, another way to get around this is to boot your computer up in Safe Mode. This is a special mode of Windows which doesn’t load any non-essential programs in the background. You can boot up in this mode by rebooting your computer and when ‘WindowsME is starting…’ appears, press the ‘F8′. From the menu which appears, select and enter ‘Safe Mode’. You will notice that Windows looks very strange. This is because no video drivers, etc… are loaded. Once Windows has booted, run the defragment as usual and it should complete with no problems. Once it has, simply reboot your computer again and it will go back into the normal Windows (however, in the event the boot menu appears again to load Windows normally, just select and enter ‘Normal’ from the boot menu).
