Cannot label disk drives

I have been unable to label disk drives (other than my hard drive) through the My Computer properties dialogue boxes. I am running Windows 98 SE. Any ideas please?
I don’t think that it is possible to rename drive names apart from the hard drive. This is because the drive labels are assigned depending on the volume in the drive. Therefore, you can rename the hard drive as the same volume is always in that drive (ie. the non-removable hard drive). However, with the CD and floppy drives, different volumes (eg. different disks and CDs) are placed into the drive. So, the label is on the individual media rather than the drive. This is why the label of the CD drive changes each time you place a different CD in the CD-ROM in order to accommodate the unique label that comes with each CD.
