CiceroUIWndFrame: GLB129.temp. Entry Point Not Found

After updating to Yahoo Messenger 8.0 whenever I try to open the program a message appears saying ‘CiceroUIWndFrame: GLB129.temp. Entry Point Not Found. The procedure entry point freeaddrinfo could not be found in the dynamic link library WS2_32.dll’. I have deleted and reinstalled Yahoo Messenger, but when the installer reaches 99% the same message appears. The computer is running Windows XP SP2.
CiceroUIWndFrame is the term which Windows uses to describe the Speech and Handwriting Recognition part of Microsoft Office. Other users have reported errors relating to CiceroUIWndFrame appearing when the computer is shutting down, and also when attempting to start particular programs. The universal solution for such issues is to uninstall the Speech and Handwriting Recognition component of Office. I imagine it is quite unlikely that you are using this component of Office, so it should be safe to uninstall without noticing any major difference in the operation of the computer. To uninstall this component, go to the ‘Start’ menu > ‘Control Panel’. Open the ‘Add or Remove Programs’ control panel. Select the entry for Microsoft Office and click the ‘Change’ button. Follow the wizard and a window should appear in a tree format listing the currently installed components. Expand ‘Office Shared Features’ and then ‘Alternative User Input’. You should see two items under this branch: Speech and Handwriting. For both items click their icon and select ‘Not available’ from the drop-down menu. You should see both icons change to a red cross. Click OK and the items will uninstall. Restart the computer, and you should no longer be bothered by the CiceroUIWndFrame error.
